Do you have 2-step verification turned on for your District Account?
Because you can edit anyone within your Group incl. resetting their password, your account is slightly more "high risk" if your password is compromised.
Requiring a second form of ID helps to reduce that risk and keep everyone more secure.
(e.g. entering a code from the authenticator app or using a passkey stored on your phone)

This should be required to log in to the Google Workspace admin console.

You'll also need to know the following from them:
Their full name
Membership number
Either one / both of their:
Personal email address
Mobile phone
... and their data consent on what they're happy to display in the District Directory.
The minimum:
Their role in Scouting,
Their Scout email address
What team they're a part of / their role.
Optional Elements
Permission to display their personal email address in the Directory as well as their new Scouting one.

Depending on how much time you have there are two ways to create the "Group Scarf" pictures you see when people in the District email you:
The Group Scarf themed profile pictures you see when people email are created using the Canva app. We have 50 available licenses for their Pro subscription which means that every group can have a couple of people registered to use it.
Just go to Canva.com and press the Login with Google button and use your District Account to login – that's it!
